Called 2 times tonight and 8 times a couple of months ago. Who are you???

I received a call from this number and it was strange, the lady told me if I didn't have a credit card disregard this call.

this number keeps calling me and when i attempt to call it back i get "sorry but your number can not be completed...."

Have been getting calls from this number for weeks.  Sometimes when I answer it is silent.  Finally today I answered it and a very nice lady  was on the other end, offering to lower my credit card rates.  She said she was with Proactive Planning Solutions.  She asked me a series of questions regarding my debt info and then told me I qualified to receive a lower rate and that someone would be contacting me shortly to****ist me.  What is this?  Is this a scam?  832 is a Houston area code.
