Turns out that it's the SD County Tax****essor's office.  (They were actually calling to tell me that I'd be getting a refund).  I guess they have a 'no-reply' number because I'd guess that the majority of the calls that they get are not pleasant!  :)

Received a call from this number on my cell phone today.  They didn't leave a message.  Strange thing is that the number has been 'disconnected or is no longer in service' when I called back.

i got three calls in one hour. no voicemail but i have never gotten a call from that number before
