It's secure tech you have to open an account with them to receive calls from someone in a prison. When that person calls you from any prison this is the number that appears

its a prison i think you have to sign up to recieve calls though from here. through a third party service called securus.

the message says they are trying to collect a debt. get a call daily fromthem - very annoying.
