Bill collector. This particular caller has called many different times using many different phones. Blocking them only works temporarily for a few weeks until they use a different number The person they are trying to reach may not exist (either they use a fake "code name" or the person being called gave them a wrong or fake number, since I had this number for almost 5 years & someone else had the # before that"). Blocking the caller's number only work until they use a different number. Leaving a message on their ma****e not to call this non-existent person does not work. Talking to the caller may only work temporarily, because although they say that they will delete me from the list, they will call my number from a different # a few weeks later until I block them a***n. I gather some data about them (or other spammers, scammers, crooks, or bill collectors) for a while, but if they stop calling, I think it is over & don't take action. But they will call in a month or so a***n, bet ya'.
