I looked up covered california and this number showed up.. I called and they said they had insurance for under $200 a mo.. i I could not find out anything on line about them.
1-866-860-4062 is almost certainly 100% a scam. They call me all the time even after I've been asked to be removed from their list. Apparently they think I'm someone else because they ask for someone that is not me. They call at least 10 times a week. If this were a legitimate company they would hire people who could speak English well and would drop you from their call list if asked.
