Calls and leaves no messages. How do these companies get our numbers and why can we not block them.

Received a call at 11:54 am CST and 2:41 PM CST today (1/26/2009) from (866) 940-6057. Did not pick up the call, as I did not recognize the number and figured if it was important/urgent, they would have left a message. No message following either call, so I am****uming this is a cold caller.
