Who are these people?

They have called several times on both landline and cell. I decided to ask to be removed and pressed 1. I spoke to Sammy (male) and he said the company was USA Utility Experts. When I asked to be removed and stated I was on the Do Not Call registry, he read off his script and said that doesn't apply to his company because they aren't selling anything (they are providing information - I did not care to let him run through his full script to find out how they may make money off the call).I asked to be transferred to a supervisor to pursue the requests to be removed. He put me on hold and then the call dropped.I will follow up with the FL Dept of Agriculture & Consumer Services.
