I would say they are. They just called me, it was staticky on their end. I said*****o and they ***g up. I cashed back and it went straight to voicemail. I don't have any family living in that area. Normally I don't answer if I don't know the number. But this time it said valid caller. But why wouldn't you say you had the wrong number or answer.
