Looks su****ious.  I've received 2 missed calls within the past 2 months.

4 calls from this unknown number to my cell over past 5 days -- while I'm at work (without my cell) so I've never been available to answered it. When I call back, says "all circuits are busy" Just annoying!!

I answered the call. I think it's Citi Cards? It was an automated message about reducing my interest rate. I figured it was some kind of fraud so I didn't call the number back.

This number seems to call me every time I'm in school, or it's waking me up. It's always a missed call, even when I try to even pick up the phone. I hope when I catch the phone soon enough, somebody will answer. I don't get how a number can call you, but be out of service. But anyways, It's ****ing me off, and I want to get to the bottom of it...Can anyone help stop this bull?

I tried to call back and told number not in service at about 2 pm EST.Who can this be reported to? The number is a land phone so should not be very difficult.
