This person have been calling several times at night and all calls are made after 9:00 pm. He wouldn't say anything just listens! So annoying!

Whenever I call the number back the operator says that this number is not in service. It usually calls once from a restricted number, then after I **** up the phone will ring a***n and the caller I.D. shows that number. If I immediately **** up on the number they will immediately call back from a phone number one digit off (for example 919-234-2186). This is getting frustrating.
