According to another reverse lookup source, it's a Skype or Google number used for free calls, at least across the U.S. - so could be a scammer or just someone not using their actual phone line to make interstate calls. A VOIP (Internet) portal. I wouldn't answer unless notified in advance, or expect a return call to that number to connect you with the same person who just dialed.
