I got the same call this AM. from "Heather" Definitely recorded. Same message about interest rate on my "credit account" being lowered.

Bogus phone call offering better credit card interest rate. Probably a phishing attempt.

Answered call, automated message about wanting to discuss my interest rate on credit card- I don't have an interest rate.

Possibly recorded message proclaiming "Hello. This is Heather from account services" at which point the call got interrupted. Calling back the number results in the automated message "the number you have dialed is not in service." --> Spam.

Tried to call back and was told that the "call cannot be completed as dialed..." I'm blocking it.
