After investigating, I found that the Carrier so called: Global Crossing is actually a company called: Level 3. Proceeding is where I found everything out about global crossing hoping I could complain to the carrier since I was intermittently called by thi 931# during a phone conversation with my wife where the calls cut off our conversation abruptly in turn, a message was left where I could hear very slightly a music tone for about only 3 seconds. Wow, how important was this to be able to cut off an important conversation to just leave nonsense on my voice mail ? Yes. While recording your cal back to them, tell them to place you on their no call list. If they **** up on you call them back. Tell them a***n, that you called and were ***g up on, and for them to place you on their no call list. while also telling them that if they call a***n you will sue them for they are in direct violation of FCC laws. Report directly to the FCC, and let them listen to your recording.

Called twice in a row @ 11:49am. I did not answer. They left no voicemail. Reading other comments it appears to be a scam trying to sell fake insurance.

This number showed up on my pay-as-you-go phone! I never give out my number and hardly ever call even people that I am close to- this burns my hind-end up!

Spammer claiming to have received information from the Tennessee Driver License Bureau about eligibility for lower insurance rates. There is no such bureau; licenses in Tennessee are handled by the Tennessee Department of Safety. Definitely a scam artist.
