Ok, makes sense it would be DP&L because it happens when our power is out.  It's annoying that there's never anyone there however and the same thing happens to me.  My cell rings but there's no one there or they **** up just before I answer.

This number keeps calling my cell phone and there is never anyone on the line, when I try to call back they do not answer.
