They are credit Card hackers trying to steal your credit card info
Call your phone company and request credit for the minutes; if it costs them money, it will motivate them to stop the harassing calls. The FCC has become powerless and the do not call list seems now useless.

It's a spammer, put as a blocked number on your phone and it will keep them from recording voice mail. You can also call your carrier and have them block this number as well.
