It's Chase collections dept. and there's 1of 2 reasons why they're calling you; you're late on a payment (i.e. credit card, car payment, mortgage, etc.) or they have your phone # from the previous owner/user as the contact #. Either way, you need to contact them in order to get the computer generated calls (hence the delay before a live person answers) to stop.
