Scam - didn't answer call, called number back and got a recording saying my call could not be completed as dialed.

Same electric bill reduction scam. Has come from several different numbers in the past. Caller ID identified this one as from Mt Arlington, NJ

09.29.2016 # 973-288-9243 called my cell, on the DO NOT CALL list. I did not answer and it left no message. I called from another phone (landline) and the out going message I received was """The is an Urgent Public message, you are qualified under the American Recovery Act - to Permanently reduce you energy bill"""" This is very odd as I don't own a home and my utilities are included in my rent.
