This is from Constar Financial, LLC. No they are not a scam, just attempting to collect on a debt that is owed that they've purchased from a creditor. They receive money for pennies on the dollar each time someone settles with them. They are scam artists in their own way, they will try to threaten you if you do not pay them on their terms.
Person called concerning debt that was discharged from a Bankruptcy. When asked to speak with supervisor - ***g up. Tried to call back to get addtional information such as a name and address - went to voice mail/answering ma****e. Have located that this phone number via the web which states that this telephone number is located in Rochelle Park, NJ or Union City, NJ. Contacting Federal Bankruptcy Court to give them this information. When called & got voice mail - said her name was either Sheena, Sheila, (or so****ing similiar) with a last name of Gibson with a company by the name of constar or comstar.
Yes it is a bill collector.....one of those that bought old debt for pennies on the dollar. They are calling me to collect a debt that is not owed and am taking legal action a***nst... Constar is the company

Have received several calls from this number to my new cell phone number. When I answer their is no one there. Got tired of this harrasment, I called ATT to see what my options were. Either c****e my number a***n or pay $4.99 a month to block up to 15 numbers. Chose neither, just will continue not answering these unwanted calls. I know I do not owe any money to anyone so I'm not worried about these a**holes.

Bad advice on making a deal with the collection company...If you settle for 25 cents on the dollar.. they now by law have to file with the IRS.. you now owe the IRS income tax on the gifted 75%.. The collection firm doesn't have a leg to stand on.. and you wont either after the IRS rip's yours plumb off your body !!
I get so many call from this number different hours of the day and nightI am so tried of them calling. Caller named Brian Frost called today asking to speak with my ***her. My husband took the call and asked to take a message. The caller gave him a call back number with an 877 area code. When my husband inqured what it was about the caller informed him that he was governed by the laws of the Federal Trade Comminsion not to disclose the information. The caller than referred to my husband by his name and asked if he would give the message to my dad. He said "I strongly suggest you give him the message" to that threat my husband told the caller he "was shaking in his boots". Mr. Frost ended the conversation by saying he will find another way to get in touch with my ***her.I *69 and got this number. What's up?
I get constant calls from a rude little ******* named Michael Carp. He looks for some girl and I try to tell him that he is wasting his phone time calling me because I am clearly a man and do not owe him any money. Yet, he ****s up calls back a***n and gets even more irate when I remind him that he ***g up on my previously when I told him he had the wrong number...It is enough for me to pop my head into the Constar Arizona office on my next business trip out there, find him and beat an apology out of him.
Oh, and if you do work a deal with them, send them nothing until you have it in writing signed by an officer of the company. You also need to have them send to you proof that the outstanding debt is yours. So****ing with your signature on it. The original finance agreement would be perfect. Chances are they will not be able to do this because they rarely have that. The offer must state that this settlement will satisy the debt in full and no further collection attempts will occur. UNDER NO CIR***STANCES ARE YOU TO ALLOW THEM ELECTRONIC ACCESS TO YOUR CHECKING ACCOUNT, EVEN WITH AN AGREEMENT. You will send them a cashier's check or money order and then you need to keep all copies of agreement and check forever. And a***n, if they don't like what you are saying, let them eat dial tone. They are in a volume business, so they will eventually settle for so****ing rather than nothing.
These are bottom feeder collection companys that buy bulk old debt for pennies on the dollar. The continually violate the Fair Debt Collection Act and use an automated system to place calls. If you are receiving calls from them please be aware that they cannot threaten you, mistreat you, or continually call you. They cannot send the police after you. They only thing they can do if file for a judgement a***nst you in your county court, but that is highly unlikely as they have thousands of files and that is just not physically possible for them to send company reps to all the different counties in the areas they collect. Also, check you state's statue of limitations. There are laws protecting you from someone trying to collect on very old debt and that limitation s****s from the date of last activity on the account. If you want to settle a valid collection on yourself, try offering them a settlement, say 25 cents on the dollar. If they won't deal with you and become belligerent on the phone let them know that you are willing to work with them, but if they continue to act like an idiot, they will hear dial tone. Key rule...just stand your ground and don't be intimidated. They are trained to make you get emotional and that's what they want. So don't play the game and remain completely business-like.
I have a Cellphone and kip recieving phonecalls asking for JOANNE MANCINO OR (MANACINO,MANAN****O). from NY .I don't know how to spell the last name but it is annoying .. don't know how she , but apparently she has bad credit .I get like 4 different collection agencys

After telling them that this is a work number and calls of this nature can not be answered at this location and number and after leaving a voicemail at 7:15am then calls 4 more times!? Tell me this follows the fair debt collection act?
i never answer the call. i just get a voicemail from them. it is automated. so****ing about an attempt to collect a debt. company says it is called NCO financial i believe. i figure if its that important, they will get someone real to call me.
Individual named Susan of Comstar Financial Services called to verify personal data and demanded full immediate payment of a vehicle repossessed in Indiana.
I recieved two calls from this number this a.m. The first time, they just ***g up. The second, a man on the line rattled off a name and wanted to verify my SSN. I asked who it was, and he said the same name that I couldn't understand, then I asked who are you with, and he said "TCR". It was a New Jersey number per my phone. I called back and a recording said the call would be recorded, then nothing for over two minutes, so I ***g up. I had asked what he wanted, and he said a***n a whole SSN and address, interrupting me, and over talking me. I told him I'm not verifying anything til he says who he's with. He said if I want help, then I have to verify the info. I said help with what. He a***n repeated the info, and then said he needs me to verify it. I ***g up.
This is a collection agency which clearly violate the credit reporting act by usinng harrasing ****ods to collect debt and information.
