I am sick of getting calls from this number (202)666-3431. if it is a Verizon wireless number, can't they block it? this is annoying and the phone companies should be able to keep track of these numbers and block them instantly.

This is a scam! The government does not contact anybody this way. You do not have any grant money coming your way (especially when you have not applied for a grant). Do not give out your banking info unless you are prepared for the end results.....I REPEAT THIS IS A SCAM!!
