SCAM. They also call from 301.357.8827. They claim to be from the Dept of Legal Affairs for the US Treasury. The IRS doesn't call you. They send a certified letter that you have to sign for and then they tell you to call them. The guy left a message claiming he was TJ Smith. When they called earlier they said their name Peter Smith.
