Geregg millie I want to know how can use this phone without any idy

tony I have been receiving phone calls from this number for at least 2 yrs. I usually don't even answer but today I did. There this guy with a thick african accent kept saying,*****o,*****o, . . Who are these people I found out from my cell phone provider that this call originated from Mali, Africa. Is this a scam? I asked phone company about blocking my number from them. There working on it. This is very annoying to say the least!
