Anonymous This is a scammer that goes by Joe Weather says he is from Miami, FL. He has given false drivers license, address and now phone number. Portrays himself as an Engineer for an oil rig in the south of France. Company is Rio Oil and contracted from the United Nation. Try scamming 13.500 to pay to get him out of his contract and sent back to the states.
