Is this number a telemarketer?

This number is a scammer’s. The man on that end has harassed my elderly mother. He stated that if she pays him a certain amount of money that he will unsubscribe her from so****ing that she never signed up for. He has yelled at her and been very demanding, asking her to get on her computer so that he can direct her to where she can unsubscribe. Her computers now have malware and software that has hijacked her computers so that they can enter her computer remotely.
