Anonymous called twice didn't leave voicemail

Anonymous This number has been contacting me by phone and by text. They do not wish to be identified. Why is this legal? They have cause many problems in my personal life. They have been giving me information about my spouse and they refuse to tell me who they are. They claim to be the spouse of another person they refuse to identify.

Caller said that his name was Anthony Hall with DMG a mediation group and that my husband had activity on his social security number. I asked what kind of activity and he said for legal purposes that he could not tell me. he asked me to tell my spouse to return his call by this evening. I told him that my spouse had no cell then he put me on a long hold to speaker to manager. I ***g up.
