Certainly suspicious at best. Blocked return call does not answer - and you shouldn't either.

Twicw a day they call rings 3 timesand they hang up Telemarketers or a cell phone relay hacker wanting to have FREE CELL Phone services , happens alot. Just answer and say your agent so and so from teh FBI and the phone number is being tracked for complaints.
