I called back with *67 and a operator comes in saying that the call cannot be completed as dialed.

Scammer. Fake credit collector trying to threaten and scare people into sending him money. Claims his name is "***d" but really doubt it due to his extreme foreign accent. These people should be deported back to their own countries!
