CeCe I don't known who this caller is but they have also, called from a 866# a couple of days ago. I blocked the 866# and they called on 10/25/16 with 404 area code it show as Insurance.Com why they are calling is unknown

Know this - the "CHARITIES" that call donate maybe 2 cents on the dollar to the FOP or w***ver else they claim to be calling for. They are generally scammers who send just enough to the charity to skirt the law. For example according to the web site charitynavigator.org , the "Disabled Police Officers of America" have professional fund raising fees of 85.9% and program expenses of 11.4% . In other words, for every dollar you donate, the charity gets 2.7 cents ! So please folks, don't donate to ANYONE who calls you on the phone. No matter how legit you think they are, they aren't. They use names that will trick you into thinking they are one of the reputable and well known charities - but guess what, the reputable ones rarely make such calls. If nothing else, tell them that you will call back, then get the phone number from the phone book or the web - don't call the one the guy on the phone gives you ! If you need help finding a legitimate charity that will spend your hard earned money wisely, try using , , or just google "research charities" . Charity rocks, but scammers ****.
It seems (by the calls I've gotten) to be one of those companies who buys "zombie debt" and tries to collect on it (zombie debt is extinct debt that has often been sold to such en***ies at pennies on the dollar and usually has ALREADY been written-off the taxes of the original holder). They call themselves "Bureau of Collection Services" or BCS. They also call from a D.C number of (202) 607-2733 (or similar). The Federal Trade Commission says it is illegal for them to try and collect a debt that is more than 4 years old (see FTC.gov). Hope that helps. PS - CA residents can file suit for free for them breaking the rules... just look for one of the many CA law firms that specialize in going after unscrupulous collectors.
