Calls several times a day, no one ever answers?

receive calls from this number 4 or 5 times a week, when I pick up the phone no one answers. When I called the number back it says all circuits are busy

Same deal several calls no 1 says anything.

Have received repeated calls, 3-4 times/day, from this number and experience the same...no answer. i plan to ignore or pick-up/hand-up do discourage.

The same routine as always - no one answers when I pick up the phone. What good is an unlisted number & do not call list.
