Called the number back and the person stated the office is in Texas. The call is a fraudulent scam.

At 18:52pm on 6-16-2011, I received a phone call from 408-239-1027. A female voice asked for me by my first name. She is from the San Jose Water District and wanted to know if she could ask a two minute questionaire for propositions for a election ballot.
