I received a call from this phone number today, August 2, 2019. I did a search but No User/Owner of this number could be found. I suspect that they are either a scammer or telemarketer.

Not Stupid Telemarketer (Beaumont Enterprise - local newspaper for Beaumont, Texas) touting "subscription specials" especially for former subscribers. It's been over 2 years since I cancelled. They have also been told more than once previously to stop calling and place on their do not call list. It will now be considered as the harassment it is and treated as such...
