Scammer phishing to get financial info. Using fear tactics

I met this person online a couple of months ago. We emailed each other multiple times. He professed his undying love. He wrote beautifully and I was swayed by the sincerity of his words. Then he tried to borrow money. I had nothing to lend him. The communication stopped. Is this person a scammer. He claims to be a pipeline engineer named Chris D. Huber from Tucson, AZ.His email address: [email protected]
