They claim to be with Amazon trying to verify a purchase for a large amount. When you press 1 to decline the charge you get someone who tells you that someone has hacked your Amazon account and they try to get your account information. When I told them that I would contact Amazon directly they urge you to let them help you by telling you that "it is very dangerous".
