This is clearly a shady scam cell phone.
I received a call from 415-622-8739 and the guy had such a strong accent I could not understand him. He asked if I needed any medication and if I do, he would be able to help with any medication sent to my house. I said I do not need any medication and he sounded like he got mad and ***g up.
