If you get a call before you block them call them up and tell them what idiots they are and then file a complaint at FTC.gov. Registration on the no call list means don’t call

Wants to come home to You, is in Love with you. Continues asking for money. The real swimmer has a different name and has built a career and is politically minded, and teaches at a school. Teaches rescue swim courses.
