Like Mr Moses, I also received a billing from this phone number claiming to be a subscription to Norton Anti Virus. It is quite evident it was not Norton. I believe it is a SCAM

If you are a victim of unwanted texts and harrasment, make sure you contact the provider for the number (479) 437-0647, the provider's emaim is [email protected] and let them know that the user is vilating their TOS. The harrasser is hiding behind a VOIP to send these messages.
