Constantly call, no voicemail left??

I'm constandly receliving calls from this company.  They never leave messages.  If this is a bill collector, please be advised that it is illegal to call a person 2 times per day (in my situation, you call at least 6 times per day),  You are only allowed to call people one in every 3 days.  Yes, I'm experiencing some financial problems, but really!!!!
