Keeps calling despite knowing they have wrong number

I received a call on my cell from this person who called himself "Harris Lestercamp" and was given my number because he was expanding his company to the QCA and was told I might be one of the "key people" who's looking for a "different" kind of job "career-wise". I called him back to find out how he got my number. At first he wouldn't tell me, but tried to get me to give up personal information to s**** a job with him "tea****g financial education to seniors and families". I told him I wasn't interested. He finally alluded to the idea that my number was public knowledge. I told him that wasn't possible, but was concerned that he is a scam artist phishing for people's information.
