No voice mail was left but, after calling them back, this appears to be a legitimate number that someone has been using in a scam operation. The person answering sounded very upset and they're trying to report someone using their number in some kind of scam effort.

He said he was from my health insurance and I was en***led to a FREE Diabetic meter and supplies. BUT he when he read off my “Medicare number “ which was the old one, my SS#, he had someone else’s number and not mine and wanted me to give him my correct number. Which I told him I would not do!
