Got a call from this number in the afternoon. Caller ID just said "New Jersey." Picked it up, and there was a connection, but no one said anything. Called back, and it was answered in a phone-bank-type environment. The person who answered eventually croaked out some sort of "Are you calling to lower your rate" or some such telemarketing drivel. I explained I'd just received a call from the number with no reply, and said I was following up. At that point, the person on the other end ***g up.
