have called twice. State i need to contact as soon as possible but then later states they are social security

Repeatedly called me until I picked up the phone, wouldn't leave a voicemail. Said he saw that I may be interested in moving/looking at houses. Before I finished saying my response to his statement, 'So you think it's alright to spam my phone number', he ***g up before I could finish what I was saying and before I could find out more information.
