Anonymous Calls but does not answer before hanging up leaves no voicemail

Anonymous Received creepy text of just a photo of the address number off of a house. As if this person was at this persons house and took a photo of the address number, (in the pic these people’s garage was even open!) and then sent to to me. As if I would recognize this house number just by a photo in an attempt to scare me? I’m just creeped out and more for the fact that unsuspecting homeowners have some rando walking up to their house numbers and taking pictures of them to send to people. I wish I knew who these people were so I could tell them to close their garage door when ***ody is outside. Or, wait a minute… what if this IS the creepers house! Then I wish I knew the full address so I can report him!!!

This person supposedly named Jeff Newman friended me on Instagram. He said that he is a General Surgeon. We I searched his photo I came up with a Dr. Norman Bianco Portillo from Columbia. We s****ed talking and exc****ed numbers. I've been talking and texting with him for about a month, When I confronted him about the name he stated that he uses Jeff as a cover because of his fame as a famous plastic surgeon from Columbia. AHe asked for me to send a iTunes card to him. Was also trying to talk ***** to me. I did not do any of those things. I want to report this as a scammer and please have this number stopped so they can't do it to anyone else.
