Did not know the number, so I refuse to answer.

Unrecognized call. Probably spam or scam. Didn’t answer and they didn’t leave a message.

No one was at the other end just open air

I answered this call & could hear “air” so knew the person was still there. I kept saying*****o and heard a woman kind of laugh. I mark this spam because anyone using my number without my permission, and when their number isn’t in my address book. Spam.

Thinking this is a scam call, they said they are from the CDC and conducting a survey for healthcare

They called my cell and left no message. I dialed back and got the voice mail of a public opinion firm in NY

This is almost certainly a scam of some sort, and they are using a robo-dialer connected to a computer (hence the "IP VOICE" label some folks are seeing, which means "internet protocol voice".) People or companies can have whatever name they like****igned as their caller ID info, so don't****ume what you see when they call is correct. If you have a smart phone, there are apps you can download or are built into some phones' operating systems that will blacklist numbers you add, meaning you will no longer receive calls or texts from them. Check it out. I added them to my blacklist, and haven't heard from them since.
