651-204-1349 IC SYSTEMS for PAYPAL. Automatic dialers. I owe them nothing and have explained. The call 3 or 4 times a day. Caller ID reads Unknown Name. Notify authorities if they call.

They call every day, several times a day. When we answer, there is ***ody on the other side. After 4-5 seconds of silence they **** up.

This number calls me a couple of times a week. It is my cell phone number they are calling and that is not a number I give out to anyone more than family and friends. I want them to stop calling me.

IC systems is a debt collection agency. They call 5x or more everyday so i do the same call them back and **** up on them just as they do to me.

Make fake collections, money you don't even owe. yhey say i owe them 3k dollars from paypal and then i call paypal and they told me i wont owe any moey , what a bunch of clowns.

Receive calls on my cell from this number and another from the same place. Both have a recorded message to "stay on the line" when you answer. They always ask for "Mitch". I have told them repeatedly that they have the wrong number and they still continue to call and ask for this same person. When I let the call go to voicemail, they never leave a message but never **** up right away. Always leaves an empty, annoying message that I have to take the time to erase. The IC Systems website has no place to contact them to have my number removed. Asking the dingbats on the phone doesn't help. Pests.

THIS NUMBER CALLS ME ALL THROUGH THE DAY. WHEN I ANSWER, THEY ASK FOR SOMEONE WHOM I DO NOT KNOW. WHEN I ASK WHO THEY ARE, THEY JUST **** UP. THEY HAVE BEEN CALLING ME FREQUENTLY FOR WEEKS. I TOLD THEM IF THEY CAN NOT TELL ME WHO THEY ARE, THEY NEED TO STOP CALLING! THEY STILL CONTINUE THIS!!

I just s****ed getting these calls last week. Ebay actually called me and said they were ebay (and it was from a 888 number) these people 651-204-1349...ugh...don't leave a message or anything. When I called them back, they said they were with IC Systems and wouldn't tell me anything else unless I gave them my phone number to see what they were calling about. I got ****ed. Now im reading all these posts and realizing that I HAVE NO BALANCE WITH EBAY OR PAYPAL. This is where im glad that I have lawyers in the family because im seriously s****ing to get ****ed. Plus they are calling my boyfriend, who has nothing to do with this. These people need to go to*****.

Does the same thing that happens to "Ja" Calls and when i pick up, no one responds. After a couple of these calls, i called them and s****ing verifying information by saying "What number are you calling from? Are you **X person living at **X address ?" etc etc without me giving any info at all. High chance of iden***y theft by giving out information.

Josh is obviously affiliated with this company and he is trying to tell people that it is a legit company - they called me today and said I owed $75 on an account I haven't used in 5 years, they knew my email and cell number - they called twice before and left no message - they said a letter would come to my house from paypal (be ware a letter will be sent and it is not really from pay pal) then if you tell them you are su****ious then they just tell you they are an outside collection company and refer you to pay pal, they actually give you the pay pal number - so I called pay pal and they told me their collections agencies will always give you added levels of security such as your acct number, info on past transactions, and they will explain why you owe they money - all this scam company does is say - I am not sure why you owe but it is a negative balance - watch out for the guy named "Josh" above he is most likely affiliated with the scam collections agency

I'm being called 3x a day. A recorded message states this is my last chance before my car is repossessed. My cars aren't even financed. Funny thing is, my son also gets these calls and he's too young to even own a car.

I had someone buy 2 days of training, and got paid, then the lady canceled 1 day before the training, I told her no refunds.  She filled with Paypal, and they agreed with me.  Then she filled with her credit card company and said she would not pay.  Paypal reversed the charges and mad my paypal acount negative in the 1000's.  Knowing how paypal works, I went and put a hold on my bank account.  No for months I have been getting e-mails asking me to reactivate my back account so they may take the money.  I just closed the account Friaday, and today I got a call from 651-204-1349.  I did not answer it, but I can see from the other responces that this is going to be a pain in the ...

I have dealt with scammer like techslinger, many times.It's very easy yo solve.When you receive your empty box, go directly to a police station, and file a police report, including the name and address of the scammer. I had to guys arrested, because they did it to a lot of seller. After that, fax the police report to paypal, this will make sure that they won't  get any money back, and will goes on their paypal record. And will get shutdown.If you don't do that, these *****s will do it to someone else.Also, publish their name and address, phone numbers, on all the internet black list. They will s**** crying like little b***hes when they see that.If they smack you one time, smack them 10 times, that's what I goes by.

Automated call regarding a debt from paypal. I sold a desktop computer on ebay, buyer claims it doesn't work, he ship me back an empty box. Buyer gets to keep my desktop and hot his money back. F#*# paypal!

ICS calls me 4 - 7 times a day and as late as 9:30 p.m. claiming that I owe PayPal money. PayPal has confirmed that I do not owe them anything. I have told the company this and yet they continue to harrass me. I think they will continue until they get money from me that I do not owe. Feels like some sort of phishing or harrassment/blackmail scheme.

IC Systems... they call upwards of 10-15 times per day. I owe ebay like 65.00 in seller fees, from a store I never had! I tried to fight it with ebay, who had already turned it into IC systems, and IC systems refuses to work with anyone.

They call several times a day -will not leave a message on the answering ma****e.But today I called them back.A guy was asking for my son (who is a minor) and his paypal account.They provided me with a wrong address,(I know they tried to get my real address)I told them that I don't know what address it was ,he could not tell me what it was about and ***g up...I called them back later woman told me ,that the connection was bad and she has to call me back and tried to **** up after I asked questions.They asked me for my phone number just so they know which number not to call.....yeah right.....they will try to block it once I give it to them.....So I keep calling them back just to **** them off ,just like they did it to me.....and I will continue.....There

I had a 25.00 neg balance with paypal, which I resolved. I have a balance now of zero, and soon to be a positive amount but these people call me 6 or 7 times a day, I don't even answer it. But its s****ing to get annoying. I am going to pick up and tell them I have no balance with paypal and to stop harrising me. They call before 8am my local time which is in violation of regulation Z and they also call all day sunday!

They called and left a message wanting me to contact them about an "important business matter".  They only say they are a collection agency.  They neither say what company they represent nor do they give me a case number to refer to when I call.

Someone hacked into my Paypal account and fraudulently sold and bought items under my sign-in.  I don't even have an Ebay sellers account and I haven't bought anything on Ebay in years.  I talked to Paypal and they acknowledged that this was a fraudulent act but they still say that I have a negative balance.  I don't even have a bank account or current credit card attached to the account, so how could I have a negative balance?  They are trying to charge me for fees fraudulent sales and purchases.  I will never attach a bank account or credit card to Paypal, since they have such poor security.  Even the collection agency said that it was a fraudulent claim.

I have a paper from Paypal saying that Case is closed and I owe nothing, but yet now they say I owe them money. this is after I sent an item to a guy and he sent me back a box without the item. Paypal told me they will take care of any charge backs and later said it wasn't thier problem.

My paypal balance is zero and I have a perfect record with them and their owners ebay.  There is no reason for me to be harassed up to 10 times a day by these people.

This number belongs to IC Systems, a collection agency for PayPal.  If you've got a negative balance with them, expect to get calls from these guys!
