I think this is from a scammer

Not sure this is a trustworthy phone number. They called my cellphone and asked for me by my first name. Then said they were with a police charity benefit organization. I told him they weren’t given permission to call my private number then I blocked him.

They called, clearly from a s****ed number, to lower my house payments. Calling back on the number says it's out of service. Duh.

Aaron I could not understand what they wanted.  After trying to communicate, the person was not making sense.  After a few minutes, he ***g up.
