This is a debt collector. They are trying to collect legit debt. The only problem is that 99.9 percent of the time, it isn't your debt. They acquire your name and or number from sold lists or databases and then the nightmare begins. They honestly try to convince you that you owe this debt when it's probably some gut ****ing welfare ***** who doesn't care about his bills. Bottom line, if you pay your bills and you don't owe anything that you know of... don't answer the phone unless you recognize name and number. It's that simple folks. Reporting it to the DNCL DOESN'T apply to bill collectors, so stop wasting your time there. The only way to stop them is to NEVER, EVER, EVER answer these calls. Eventually, after about 4 or 5 months, the auto dialer will drop your number for lack of response and you won't here from them a***n. It's the only way to put an end to this garbage.
