Duchess Update... called the number back and it is a robo voice indicating that the "Survey you are calling about has ended." and informs the caller to press "9" to remove your number / not be called a***n. If you press "9" a robo voice states "Your number has been removed" and the call promptly disconnects. SPAM... ignored and blocked.
