Target has breach of cards and now I am getting spam calls on my cell. Super!

We really need to stop these types of calls from getting thru to consumers. Where's the Consumer Protection and when do these "companies" get shut down or arrests made for violating the Do Not Call List? The cell companies don't want to give us the option to block numbers because they make money off of spammers, scammers and consumers , all at the same time!
