This number will say "Indiana" on your caller ID, but it's a call routed to/through a call center in India.  The caller says he represents Bankers Life and Casualty Insurance, and that he wants to speak with you about job opportunities.  Basically, they're combing through resumes posted on CareerBuilder and/or Monster for phone numbers and calling them.
