Scam trying to get my credit card info

Ok how can people lie and say they represent the city of Chicago when they just want to collect a debt. Y can't they just give options on payments or for what I owe money for???

I got a call from this number with no identification as to what company, or what they wanted.  It came from a Mike Webber who only said, "Hey, (my name), I need to hear from you."  He left his telephone number with no information about the purpose of the call.  I called the number, and still no company identification, only Mike Webber.  I cross-referenced the number through www.reversephonedirectory.com, and it returned as unlisted.  Then I did a prefix locator, and it's located in Chicago, IL.  Anyone know who this is or what?
