They are spammers, many calls from other numbers also registered with Bandwidth.com. Perhaps Bandwidth.com itself is a scam oriented company?

I carried on a friendship with this person by phone turned out he was a scammer pretending to be one person until I found out the truth and then to be somebody else and then just disappeared. Said he was working on an oil rig in Santa Barbara and had to runoff to South Africa he needed money same story you hear all the time
